Depends on what year you compare it to. Its harder now then three weeks ago since they implemented youtube weekly chart. Now PAK is basically exlusive to idols who release flashy mvs. Non idol artists are locked out from it, unless they score a super big hit.
Simply its gone up and down over the years in difficulty depending on chart rules and changes and of course how the competition is at the time of release.
When it comes to how many hours a song can stay at PAK once it reaches it, its never been as easy as its been in the last 1.5 years. 5-12 years ago a song getting over 20 hours was huge, a song getting over 100 was almost unheard of. Now 100+ is the norm.

That was also during the time where streaming was in it's infancy. Streaming has now become the primary way people consume music. Meaning more people use streaming services. People don't consume music like they used to, so you can't expect things to look the same as they did 10 years ago.

Actually in number of songs so far this year its in line with previous two years, but its lacking hours so far. Avg is only 97h, while 2020 and 2021 had an average of 186-197h.
* 2010-2014 was overall by far the hardest period to achieve PAK and hours.
* 2016-2018 was by far the easiest period to get PAK.
* Average hour per song skyrocketed in 2020, with an average of 197h per song, while the previous 10 years the highest average was 40h
* The only constant with perfect all kills is IU. Scored with at least one song every year except 2012 and 2016(no release). On average she releases 1.6 PAK songs per year.

if highlight over the score of a particular song it will show you it's rank and if it's all 1's then that's a PAK

It's actually harder for a singer with small fandom because of youtube chart, but if it goes viral then it will managed to get a PAK, then holding that PAK for a week and get 100PAK+ is reachable.
The cons for idol groups, their song also need to gain support from Korean public, doesn't matter how big your fandom, chart like Melon already been reformed to avoid that zombie stream, so it consider to be luck to land the 1st PAK.

Some observations:
• The number of songs achieving a PAK each year has actually been highly variable, with no clear trajectory over time.
• However, the number of PAK hours has definitely witnessed an upward trend. I believe this is largely due to the rise in streaming, which results in more consistent consumption of music compared to downloads (generally a one-time occurrence).
• The average (mean) PAK hours per song saw a huge increase in 2020. I suspect that this was due to Melon's chart reform (which happened in July 2020), as well as the general trend towards streaming. Thus, while it may have been more difficult to achieve a PAK compared to 2016-2018, it was easier to *maintain* a PAK.
• It will be interesting to see how the addition of YouTube to the PAK criteria will impact things going forward.

I think one have to look at what chart chart changes took place for an explanation of they varying numbers over the years
Sharp rise in 2016 has to do with Cyworld and Daum being removed from instiz in 2015.
Then again in 2018 zombie freeze was implemented and number of songs dropped considerably in 2018 and forward and has been pretty consistent since. Much harder for fandoms to line up the charts during night etc.
The huge rise in hours 2020 onwards have several factors...
First: Vibe, a daily chart replaced 2 charts, naver realtime and daily. Lots of instability removed there, much easier to stay at #1 at all hours.
Second: Flo chart was at first a realtime chart, but was remade to a 24h chart in early 2020. Much slower chart, easier to stay at #1 at all hours.
Third: Then the biggest factor of all for more hours: Soribada removed in june/july 2020. This was by far the biggest showstopper for any song getting pak and staying there for any longer period of time as it was dominated by boygroup and trot fandoms.
Fourth: Melon remade into a 24h chart in july 2020. Much slower chart, easier to stay at #1 at all hours.
It is interesting that 2016, the year PAK-Monster did not release anything, had the most songs PAKing.
Funny how in the easiest year ever to score PAK she didnt release anything..but she kinda overdid it in 2017 having five songs with her name attached to it.
