I don't quite recall it, but wasn't Tzuyu like one of the more popular ones during the show? I think he initially thought she was super young and inexperienced just like Somi and Natty, but behind the scene he was probably surprised by her popularity and hard work. He probably thought of the final line up with her in mind just like he had Momo in mind already even thou she got eliminated.

There were challenges that are basically visual and/or popularity challenges. Early on there was a photoshoot challenge. Obviously JYP was measuring these aspects.

I don't doubt rich could buy influence, but she wasn't the only rich kid on the show. I don't think it was weird or out of ordinary that she was chosen this way. It made sense. I'd interpret more that he used her and Momo to ramp up drama at the end to make the show unpredictable. In the end of the day, the line up was probably decided at least mid show.

Tzuyu was eliminated but because she was a fan favorite, JYP himself added her back in. So basically she wasn't added via money, she was added because literally fans who voted and watched made her one of the more popular members.

So it was from 7 -> 8.

Then JYP realized they didn't have a main dancer so he added Momo to create 9.

The public were voting each week for their favorite trainee and Tzuyu was always well ranked.

the final lineup was already decided from the beginning. All of these shows are rigged. She was added because of her popularity and momo as well. Which personally is unfair to me because why did the other girls compete just to have 2 girls come back because their popular?? Isn't the point of the show to prove your talent and gain a spot on the debut team? It's frustrating.

Mina was way too inexperience at that time to be the main dancer of the group and Momo is just better than every Sixteen contestants at dancing.

While Tzuyu gest better and more comfortable every stages, other more talented contestants just crack under pressure. She was also voted pretty high by the members for having good personality despite her short training. She fully justify JYP's decision at that time

But that is not the literal rig like in PRODUCE.

It was always stated to be up to JYP for the final lineup.

JYP probably had a team in mind but wasn’t really sure.

So he throw SIXTEEN, and it really somehow did changed his mind from going 7 members to 9 members at least we could say.
