I am talking about average member. Miss A had members known for something. Before Suzy's acting debut, other members were even more popular than her. Only people who lived under the rock could not know them.
Also, at the time F(x) was active Victoria didn't have even close as much popularity as now in China. Her popularity comes from acting mostly, not F(x).
I would say 4minute, especially between the What's Your Name and Whatcha Doin Today era. Miss A peaked with Hush (even though Only You was great and deserved more love). f(x) was one of those groups that did have a solid fan-base but no one realized how great they were until they were gone. 4minute had consistent bangers.

I’d say overall F(x) since they had a few chart topping songs (Hot Summer, Pinocchio, Electric Shock etc) whilst also having a big fandom (top 5 at the time of their peak) and are the only GG on this list to sell over 100K albums as well as hold a concert in a venue of 10K+ capacity. (Their overall tour number is 73K+ people which is higher than the other two GG’s listed here).
Not too mention Sulli, Krystal and Victoria all had CF’s and were more or less equally popular (Vic in China, Sulli/Krystal in Korea) where as the other groups mainly had 1 popular member (Hyuna & Suzy).
It depends a lot on the era to be very honest with you.
4minute peaked a lot during their career. They were rookie monsters, Hot Issue was everywhere! Then we had, Huh, Volume Up, Whats Your Name, Crazy and others.
Miss A was also a rookie monster, they are still one of the top 5 rookie monsters in the industry. Miss A had Suzy and some hits, such as Good Gir Bad Girl and Hush.
f(x) had many peaks as well, they won so many important awards! I miss them so much. Hot Summer, Rum Pum Pum Pum, Pinochio... Oh, Pink Tape is unbeatable.
Out of the three, I miss 4minute the most. They are still one of my biases alongside 2NE1 and Girls' Generation. I really miss the whole era though.

No you're wrong Victoria had the biggest popularity around 2011-2014 in Korea, her popularity ww started during the we got married period with Nichkun their cp ranked very high until now it's still ranking in China , during that time she had more popularity than all of f(x) combined she picked up a lot of variety show to run to give f(x) exposure since they were just debuting during the time because all of them are minors, Victoria is the pillar the one supporting the whole group, she had the most endorsement out of the group during that time too until later on that Krystal and Sulli popularity surpassed her in Korea because SM didn't give her much schedule and exposure so she started do stuff in China and moved there completely. She had just got accepted for her acting starting from 2018 so it's surely not that lol.
