No. You need to pay 10 akorns in the shop as petition. When 5 pay, we do the event and everyone can buy it for 250.

We've implemented this so we can get a better gauge of who would be actually interested in buying badges because in the previous system, people could just vote for free and might not buy the badge. Buying votes does show more serious interest.
