Probably not. Its primarily produced and written by non Koreans, its all in English, its pop genre more than any other, it launched at a time more suited to an international song, etc.
All of this makea it seem more of a non Kpop song to me, the only thon in its favor is shes in a Kpop group and from a Kpop company.

What is kpop?? It is not as black and white. There are so many factors that seem to crossover. As Suga said it is a whole industry based on looks, makeup, certain standards and the music catering to a wide genre. It includes the fan culture and everything else under it.
I also think the way the West perceives kpop is different from how Koreans see it. The west puts everything sang in Korean or made by a Korean act as kpop whiles Koreans call kpop idol music to distinguish it from actual Korean music. BTS Japanese songs are still called kpop even though it’s in another language.
So I think the best answer will be any song sang by an act part of the kpop industry. What do you guys think?
It's being promoted as a kpop song and is performed by a kpop idol so yes. It fits my definition of kpop. Even if the songs were in Japanese or Mandarin it would still be kpop to me.

from a production standpoint, Kpop differs from western pop quite a bit. to keep it simple, western pop usually averages 2-3 tempo changes, kpop is up around 5-6.

It's not in korean, so not really. I'd say yes if there was a unique sound to kpop that only existed there basically, then yes but there isn't really. Its english pop
Why does it matter, it's simply a prefix to make a distinction for what language the music is in, in this case pop music, none adds "mylangugage" pop when speaking of pop music in ther own country. Nothing about pop music itself says it must be in english, just like how jazz/rock/metal/techno/house etc are lanugage neutral so is pop.
If the logic that the nationality of the producers matter in anway i guess all songs produced by max martin is actually swedish pop then.

Yea ok there are a few countries that does it, but pop music in korean is actually "Gayo", and japanese also call it just ポップス (popsu)). When korean media uses kpop its more to make a distinction for the music that is marketed and exported for overseas.
In most western non english countries it will be just pop

I guess on could argue the point that all music created and marketed for overseas market by korean companies could be labeled KPOP if one differs KPOP from the normal music genres as such. So OTG in that case would be both english pop and KPOP.

For me, kpop is the kpop industry. That's why I don't consider Kaachi kpop, even if they sing in korean, and that's why I consider OTG or Dynamite kpop, even if they are in english. Any group/song coming from a kpop company is kpop, as far as I'm concerned.
Of course, others might have a different answer.

K-pop is a made up term. It's actually just pop music, sang in a foreign language. Like C-Pop, K-pop, J-pop, and American pop are all just pop music. That's why they all rank in the same charts.
In wordly charts, they all categorize as pop, not hip-hop or rnb.

Imo even japanese versions are still kpop songs. I can not see them as jpop.
If an English song is Kpop just because a Korean singer sings it, then shouldnt Chinese or Thai or Spanish songs sung by a Korean singer count as KPOP as well? Obviously not, right?
