2016 was the best year for kpop music as a whole. Whereas in 2021 I can count the titles I like on hand

I think it's very subjective and it highly depends on whether the songs someone liked and the groups that are their main biases have been successful in those years: if someone's main bias groups and other groups they're interested in have been hugely successful in both years, they'll probably find both years similar, but if they were only hugely successful in one year but not the other, then they would find them not similar since they're not having a similar experience in both years
There have been many great hits in every year, whether people themselves liked those hits depends on their personal subjective taste.
Unless you meant also other events that jumped out that 2016 and 2021 have a similar vibe, and not for example 2015 or 2018 and 2021?

But it does feel like a weak year to me (at least for Girl Groups)
And I just noticed the threads from the old forum are all deleted now, just tried to follow one of my bookmarks for my GirlGroup Poll Tournament of last year, to remind myself of last years songs but it's gone now

I think more in terms of success than songs it is a good year for girl groups.
