This is a good question. I remember one time in a GOT7 interview, Jaebeom referred to BTS, but didn't refer to them as sunbae and people in the comments got mad because GOT7 debuted after BTS... But Jaebeom debuted in JJ Project before BTS so he's technically a senior to them.
I've seen people argue that it should go by context of what they're promoting with (like if it's a redebut in a new group then they should consider themselves juniors), but does that mean if an idol debuts solo that they should be treated like a rookie?
Redebuting does not mean they are any less the seniors they are, it would be akin to asking if when a senior idol "debuts" as a solo if they should be treated as a rookie or senior.
If they're already known and debuted(and went a while as idols after that) then that is what counts.
If they redebut as a new group, the group itself will be a rookie group, but the people in it won't be if they already are well known in the industry.
I suppose the whole girl group would be considered a "rookie" group, but the members should be considered seniors...

ive never considered bts to be seniors to got7 probably because jackson has always talked about rm as a friend 
i think it depends on popularity?
Like if the original group is well known to the gp, they would redebuted grp to be a senior grp
If the original grp was nugu but the redebuted grp becomes popular, ppl would consider them to be rookies

I don't think that's strictly true?
Just going based off Huh Chanmi's time on Produce 101, and when people had to pick what numbers to sit in, no one balked at her taking the #1 chair, in large part given that she'd already been active since 2010. And I remember when some group made a derogatory comment toward one of her old groups (Co-Ed School, iirc), netizens were mad at the disrespect toward the senior group, even though Co-Ed School is objectively not that popular and never has been.
If we think about idols' experiences, training time should matter too? Some of them practice for five years while some only year.
