Korea really needs to reform their entire military system.
Get rid of enlistment system. Spend more money to increase military pay and benefits to attract volunteers and retain soldiers, turn them into professionals like in the US. Crack down on the extreme hazing and mental torture that goes on in there (some hazing will always happen in these environments but keep it to a minimum).
