Nope. Labels pay Spotify to put their artist's songs on all the playlists. The more the money the higher the song will be on the playlist. Unless a song gains insane streams without push it won't go ahead of these industry pushed artist's songs. Example Maneskin.

Yeah they can but that doesn't happen often. Because most spotify users use TTH playlist to listen to music since Spotify has brainwashed people into thinking they are making the right decisions and most of the songs higher up come from big labels and big artists so people do check out song hence giving streams. This is like promotion companies do for their artists just like Radio.
