I'm more of an advocate of "In Rome, do as Romans do". When you're in Rome, you abide to Roman laws, whether you're a Roman or not. But when you're somewhere else, you don't have to. You abide to another set of laws in accordance to the location you're currently in.

It completely makes sense for a country to have a control over its citizens, wherever those citizens live.
You brought up "gambling" which indeed is a perfect example. My country completely ban casino as debt ridden gambler may desperate enough to commit crime on property, theft, embezzle, fraud. Also, legalized gambling can be conveniently use for money laundering. Without the extended reach on oversea activities of its citizens, my country is still in the risks above despite the casino ban. For example, a politician reported he earned 1m AUD via gambling in Australia, he earned from oversea gambling for over 2m USD in total within 3 years and no loss was recorded. Also, they have been multiple crimes of theft committed by debtees of casinos in neighboring countries.
Such problem will end if oversea gambling is banned.
If the law is applicable oversea over some specific crimes, the law enforcement is not even and complicated.

That comparison doesn’t even make sense…. If honor killing is legal then that law needs to be changed. Though I’m sure honor killing is not necessarily legal, but more so countries tend to turn a blind eye on its practice.

As for your argument it in fact does not extend to everything I don’t know where you got that information. In fact there is a special clause that explicitly says in the US for example it has to be ‘particularly heinous’. No one is getting prosecuted if you go on drinking trip to Europe but damn straight the US government will have something to say if you commit some elaborate fraud.
So don’t give me random BS about ‘arguing other cases out’ it is extremely common for people to differentiate between petty crimes and serious ones. Entire judicial systems are based on it.
And in case you still don’t get it : smoking weed is a not ‘particularly heinous’ and a country that thinks so will be laughed at. Which is what is happening here.
