Well, if a produce series (much more popular than kingdom/queendom) didn't make her build a strong core fandom, will queendom make it? The public knows Chaeyeon and her talents, but she isn't really a stan attractor (based in her popularity in Izone compared to other members, and post-izone).
Overall, I would prefer to give a chance to girls the public doesn't know and could possibly boost the career after the project group ends.
