The JYP brand for male groups isn't really it... the fact they are a band don't help. It took Day6 some time to grow, maybe It will happen the same to them.

No bands have had real success outside of ft island and cnblue back in 2nd gen, the Rose got some international attention and NFlying had a hit song in Korea but neither could build from that success. I don't think you need to have guaranteed success in order to greenlight a project, but given past struggles with bands, what is JYP's goal with the group? Day6 grew like you said, but still only so high and not to the peaks of island/cnblue, sadly kpop fans just do not care about bands

I don't understand too, since I'm not exactly into K-bands, but I think It's to try a variety of groups and approaching to many niches. Maybe the fact any other big agency is trying and reaching success is what makes they think that there's a possibility to stand out in the market.
