Overseas anyday of the week alot more money and Korea get over artists much faster.

Both is best, but depending on what they want to do in the later part of their career it depends on which is best in the long run.
For instance if they want to transition their idol career to acting or TV work then being popular in Korea is going to naturally lead to more opportunities. If they just want to make the most of their idol career in the height of it and even prolong it as long as possible, then going outside of Korea may be the better way to go.

Controversial: Since we have currently a pandemic the chances of doing oversea activities is limited but due to the spread over the internet I would approach the international or oversea audience since they are bigger and easier to satisfy than the Korean fandoms. Korean fandoms need more content and are more loyal but oversea fans need less resources to start stan and buy one‘s album. That’s why artists without any local recognition survive. I also believe that at a certain point of popularity it starts to trickle down to the home country. This could be seen in BTS‘ success story (even though they still advertised heavily towards Koreans)

if you are a nugu in your home country and I don't think you are gonna attract much attention internationally.

getting respect, apreciation and love wherever you walk on a daily basis is more important than some likes on twitter or instagram. so mentaly korea is more important.
financial you can do fine in korea like iu, oh my girl or brave girls. but success is more limited. The country can not support many iu's. so to make it big like bts or blackpink you need oversea.

both is better but if you only get one its obviously korea, most idols live there and without a hit song or presence no will know you in a few years - how many other groups bsides mx and got7 have to comment on wishing for more attention in korea despite being popular internationally until people understand this?

Local.
You aren't going to be an idol your entire life. Maybe after the idol life of 7 years based on most contracts you wanna take things slow, try out other stuff like variety, acting.
With a good local fanbase and reputation, you can more easily explore other activities. If you are only popular overseas, you are limited to being an idol forever if you want to continue "working"

if overseas is china+japan then that, but if you have korean popularity the group will die soon, but there'll always be jobs for popular members. cha eunwoo for instance, is what you want out of korean popularity.
anything out of the china+japan+korea bubble is practically worthless unless you're blackpink or bts
