It’s hard to say for me to be honest but I will go with solid fanbase.
In your opinion what is harder to get: Solid fanbase or General public support?

GP
we see tons of groups with fandoms but very very few with gp support
some will get gp support for a song and then die out so its hard to maintain too

GP. Coz many groups can get solid fanbases it's just the matter of quantity that differs.
Although GP is not that much of a guarantee, a group can get gp support and then become a one hit wonder afterwards.
-
Well, since you said a solid fanbase and not a solid BIG fanbase, then gp.
Because fandoms even nugus can have even if they are selling 300 copies
-
GP support is fickle. One moment you got it and the next it's gone.
-
Solid fanbase. GP is easy, just put the song on radio/curated playlisting/invent some scandal for promo in west/go on the variety tour in Korea/pay some tiktok influencers to make it a trend
GP is fickle though, if the industry decides that the artist's best before is over and they have a new product to push, the follow the lead.

Well, and honestly, as long as the company isn't stupid with how they spend money, then a group with a small, but reliable fandom can last for years. U-KISS for example. I stopped following them when Kevin left, but that was a solid 9 years after their debut.

Both thats why many groups don't survive, some dont any of them

Public support. Sorry this might triggered some, but if you have good visual, it is easy for you to get solid fanbase although that person might only so-so in singing.
-
tons of groups sell 300k now, you can probably count on yours hands how many get genuine hits with the GP.

Public

I'll rank them in terms of difficulty with #1 being the most difficult to get.
1 - GP support
2 - Solid KOREAN fandom (large fandom that can stream and get your songs on Melon etc)
3 - Solid International fandom (who can get your songs on iTunes, Spotify)

There are artists who get popular among gp just because they look good and get acting roles. Example Suzy and Eunwoo . Lol. it goes both ways
-
Definitely solid fanbase, if it were that easy, any group/artist would be a huge hit right from the start. GP is unreliable, they don't buy nor stream, they just give the artists a short-term popularity boost.
-
I think general public support is the bigger challenge. People have different taste and preferences. Just because the general public likes you doesn't mean then will buy your music. They might listen to your singles and attend your concerts where they will buy merch, but concerts aren't back in full force yet.
