It is cheating because when those rules were made nobody thought anyone is batshit crazy enough to keep buying the same song just to help their faves.
I said this long time ago about Korean platforms like Melon as well, that there was nothing wrong with them. The chart system was just fine until bg stans started manipulating it. Then they had to change it to protect the legitimacy of their charts.

The correct term is xenophobia. But no one really cares about xenophobia.
Billboard is the real cheater and liar. To devalue sales is going against the standard because sales was and is the most proven measurement of music consumption. Radio and streams are just free promo and mostly doesn’t translate into sales. Which means radio and streams are the most unreliable data for music consumption. Billboard is corrupt and has ties to radio which is why they put so much value on it.

You seriously think western pop Stans weren’t doing the same? What about bundles? They were doing that and it was a more serious violation of the principle than buying multiples. BTS hardly ever did bundles and yet they still did better than most of the western artists that religiously did bundles. Kpop fans are really naive or stupid to believe that BTS cheated while all or most other artists (west and east) didn’t. If anything BTS always did what was allowed and TRANSPARENT while others did a lot more that aren’t and is in fact cheating and not allowed.

Even though I am against this version amount war in Kpop, all those version do come in different shapes. Covers, photocards, collectibles and sometimes even songs.
What Armys do tho, they simply buy the same digital song over and over again, basically bytes that surve no purpose. They are doing NFTs without calling it NFTs. It is just unnecessary CO2 buddy.

Billboard counts radio, which is way more unfair than buying.
At least buying puts money in the artist's pocket.
I don't think it's racism, but more focused on that Kpop is not putting a lot of money into the pockets of the American music industry and are heavily competing with American artists when it comes to concert money, social media interest and all around cultural soft power. So not racism, but radio play is heavily favoring Americans (and some British and Canadians that are signed with American labels) and radio play counts.
There are American newcomers that nobody knows or yet cares about that get heavy radio play and are declared the new 'popular' artist. Those are people that cannot even sell out an arena at their start. It makes no sense if radio is supposedly following trends and what people want, to immediately give unknowns tons of radio. So, I cannot but think that radio is trying to dictate popularity in the USA and I doubt that's all done fairly.
Note that it's not just Kpop fans that have complained about this, but also Americans that are not mainstream.

Is radio the only thing bts lacks? because don't you also need good stable streaming numbers (both from fans/kpop circle and non fans) to stay stable on top of the charts and radios will naturally play their songs because it's famous outside of the fanbase?.. and sometimes they may even play the artist's songs as the songs get released because their previous songs did great locally and internationally

The devaluation of digital sales also happened not because of BTS, it was following Nicki Minaj and some white rapper getting #1 and the next week having the biggest drop in Hot 100 history (well, before Jimin). Armys found a way to exploit the buying system, so Billboard is updating the rules again. It's something they are quite used to do.

If radio just innocently followed trends, why do unknown Americans (but signed with a big American label) often get tons of radioplay very early on while nobody yet cares or knows about them?
This while all but the smallest Kpop groups have some grassroots support and recognition from fans and multis, yet they still ignore it despite having more of a base initially. And there are several groups, amongst which BTS, which had more than just a little grassroots support.
Radio works for people in two ways: it helps them climb charts while keeping others out and it will also make people know and recognize a song. It will even make people think a song must be popular just because it's on radio a lot.
If they simply don't play (or play very little) Kpop, they can continue to say "but nobody heard the song" and "everybody heard that American song". People are more likely to add the known song to their playlists.
Another way you can see real popularity is by concert tickets. Some American artists that do get radioplay can sometimes barely if even sell out an arena. There are several Kpop groups that can sell out an arena. BTS can sell out stadiums. So they still have to explain to me how those new radio favorites are so organically popular if almost nobody wants tickets. How did they know they had demand then before giving them all that play?

Oh, I got It wrong. They didn't remove exactly, but made the rules more restrictive after they got #1 on mid October, 2019. Then they announced the changes in November, 2019.

not because of SuperM. I think there was an issue with DJ Khaled (tried to bundle energy drinks) that just made it obvious they needed to change. I think Miley Cyrus also bundled condoms with her album. SuperM was a blip on the map although they had like 60+ bundles
