Yes, the key word is Rookies....
If you look at the Dating Scandals with Taeyeon (SNSD) and Jennie (BlackPINK), it was that they either were a Rookie or dated someone from a Rookie Group.
The mindset for Koreans is that Rookies should be working not dating
Trainees....... errrrrr.... as most are underaged, at least from the Big 3 although SM has the rare case of 20 year old Trainees, it basically is a problem for Seniors to date them. The age of consent (to have Sex) is 20 by International Age under South Korean Law. The age of a Minor is 19 and under in SK Law.
Idols are an Image based Profession which means Youth that are "Virgins", Lean Bodies, "Innocent Character" at least from debut and Looks are the minimum qualities to be an Idol.
So at the end of the day, the Korean Media don't care if Jennie is dating because she's no longer a Rookie however that will change if she dated a Rookie

Depends on the situation but it'll make me raise an eyebrow at the very least. There's an uneven power dynamic there that's hard to look past.
It depends on how they met (mutual friends or in a work environment?), age gap and if the rookie/trainee has previous experience in the industry. And ofc what their relationships like.
As fans we will never know any real details so it's hard to judge.
