We had this same problem back in SWF
My guess is, for the views. Then again and I could be wrong, I don't think for SMF the judges actually bring in much views. It's more apparent for SWF I think since Taeyong is more popular. Not only that, Chaeyeon was participating as well so she also brought her fanbase over to the show
My other guess, is that unlike normal dance battles on the street, this is a survival show. Having real dancers to judge might seem unfair depending on the ties they have with each other outside the show.
Like you need to have a super god tier and respected dancer who is very very VERY impartial and won't be biased to be a judge for 8 teams worth of dance battles.

They are not even bringing in views, Wooyoung has been irrelevant for years

At least they know what they do
We had a show like 2 years ago on TV here in Germany where dance teams apeared and one of the judges was a youtuber, who got bankrupt for not being able to menage a stupid dance academy he had opend just half a year before he publicly said he was bankrupt (How do you even go bankrupt when you have 5 millionn subscriber and earn crap ton of money from youtube each month?)

BTS are too humble to want to be judges in any competition. They weren’t made judges in any of the HYBE survival shows even though they were made to attend and even Scooter was a special guest judge. I personally think it was their decision because they don’t feel like they are in a position to judge others. They really are too humble. Even Jimin refused to pass judgment when he was on Masked Singer and said that the contestant was better than he was.

BoA has 20+ years of Experience in the Industry, Eunhyuk has 15+ while Wooyoung is in his 14th year, they are all well known Idols in SK. All 3 Judges can give opinion as being experienced and still active in the Industry.
As there is no specific Dance Style for Street Dancing as it consists of many Style, just trying to get a Judge that is an Expert and is not boring is a huge problem for Variety Shows such as these.

it doesnt matter how many years u have trained if it is not street dancing
so all the street dancers in korea are boring ass people??? like they couldn't even manage to find one tho

Idols have been exposed to Popping, Locking, House and Hip Hop (freestyle/new style), many training in it, so some essential basics are known by the Judges I've mentioned.
Ultimately it's a Variety Show, which is why they include Public Votes where a majority probably don't even know how to do the basic moves, let alone judge them.
The Public Vote Points is either just below the Judges or above them
