Yes, having a functional AC is mandatory.
Renting out somewhere that doesn't have one working is illegal. If it breaks, it becomes an emergency that must be fixed immediately.
Alternate housing must be provided if the AC cannot be fixed in a timely manner.
Heater, not so much. Few people have one, or if they do only use it sparingly.

Texas is Satan's asshole in the summer so yes definitely has AC. I know there are houses here without heating which is usually manageable because we only have about 15ish nights spread in Jan-Feb where it gets below freezing, but it's getting more common for us to have days where it barely gets above freezing during winter so a lot of people have some kind of heat source. Like I have a friend who just has a really warm electric blanket that she uses instead of a space heater.

As a European I don't know anyone with AC in their house either. Summers here are very mild. A few weeks with temperatures above 30°C per year aren't really enough to justify getting AC installed.
We cope by taking showers, using liberal amounts of deodorant and get on with it. You shouldn't expect to find AC in the average workplace either.
Absolutely everyone has a heating unit though.

I think so. The electric company is shitty sometimes though and turns it off in the summer.

In Australia it's pretty common to have AC in most places
heating less so since it doesn't get as cold
