Being objective, out of those it would surely be Weeekly and MAYBE Purple Kiss and Lightsum (I doubt it tho)
- If Everglow didn't have any interest of the korean public so far, I doubt that will change suddenly
- Rocket Punch are under Woollim and this company seems to be on decline, they have barely made any effort with this group MV's so far.
- I don't even know if Mystic Story could be considered a mid tier company, yes they are under SM but as a K-Pop company almost nobody knew them before Billlie and even now it's quite an unknown company even within K-pop fans, specially compared to the likes of agencies like Cube or RBW. Billlie would need a miracle to get a hit song, not only for that but because the unique style they seem to be going for (which I love) makes it clear that they will go for a more fandom-heavy route.

Oh, but it is about South Korea, since it's the South Korean Gallup surveys and it's the only means where you can measure popularity of K-pop groups among general public cq. non-Kpop fans.
Popularity of groups outside South Korea is more based on K-pop fans and not the general public in all those countries who barely know K-pop and K-pop groups at all - unless you're BTS or Blackpink.
K-Pop fans count too as people though, not being BTS or BP doesn't mean that you have the same popularity than any nugu group overseas. I mean, if it's just Korea yeah I can agree.

But about popularity, few important things to keep in mind.
Boy groups do better with hardcore K-pop stans, girl groups do better with the general public (=not only K-pop stans but everyone).
Popularity isn't about popularity solely among K-pop fans, but about popularity in general, with the public.
So... since we're talking about every group's peak in popularity and Gallup's still the closest, most objective measure of popularity, the resulting list would be like this:
1. Girls Generation (#1 in Gallup, 29.8%)
3. H.O.T.
4. S.E.S.
5. Red Velvet (#6 in Gallup, 7.8%)
6. Aespa (#6 in Gallup, 6.5%)
7. TVXQ (#9 in Gallup)
8. Super Junior (#10 in Gallup, 4.6%)
9. SHINee (#18 in Gallup)
10. f(x)
11. NCT
12. Shinhwa
14 & 15 Sugar & Milk
Most difficult to place were the 1st gen groups that didn't have a Gallup ranking. They're listed by how popular they were compared with other boy groups and girl groups of their time.
The groups that didn't have a Gallup ranking in the years that Gallup existed, were ranked based who had more top charting songs (in digitals).
If this list was just for Korea I could agree, but I think NCT has already a bigger peak on popularity overall (globally) than F(x) and Shinee
