I don't think they are declining, they've grown quite a lot from their last cbs.
This might be more controversial but yes I think they've lost some fans(more than they would generally because gaining and loosing fans is normal for such big acts) because of recent changes in music direction and partly the fandom too. I don't think it has anything to do with the "hiatus" though.

I'm sure they are losing some fans here and there, but they're also gaining more so it's not a big deal.

they're losing their hardcore longterm fandom while they pursue short term, GP based listeners. i hope it won't bite them in the ass and these new fans aren't just success stans or worse, shippers. but it's not looking too good. when i heard that a lot of people at the latest concerts didn't know any of their old music, i thought that was really sad

According to Kpop fans and ex stans :
- BTS were going to disbanded in 2013 or 2014 at best
- When they became mid-tiers around 2014-2015, they were never going to become top tiers
- they were not bound to get a daesang
- they would never release a hit song (a popular narrative around 2017-2018 when a whole Spring Day has been already there).
- they would not find success in the West
- They peaked after BWL and 2020 was their last year at the top
- their faves were destined to get a Grammy nomination and a win before BTS.
We are still waiting for all of this. There is a clear difference between Kpoppies wishful thoughts and the reality.

Well my friend who knows two other people said they heard from their nephew’s cousin’s babysitter’s dog walker that BTS are finished.
On the other hand my rabbit has stolen my credit card to order the BTS Zoowoosooo dvd.

What I came here to say, it's likely some coping mechanism that they don't like BTS anymore so they must not stay popular for whatever reason.

To be serious, I have seen some armys online stop stanning them after they released 3 english songs. But I have seen more online and offline armys stan/become a fan of them after those 3 english songs(including myself, dyna army here!).
For example, one of my friends, she is an army and she lowkey became an army because of dynamite(we were in class and my teacher mentioned dynamite and she was like "dynamite is overrated", few months later she is an army lol. She still hates Dynamite, but can't deny it's the song that made her an army lol).
My brother(he is 7, probably not smart enough to join a fandom rn), I can't really consider him an army yet but he has an addiction to Butter lol.
So yes, he is going on the path, I shall expose him to more BTS during the summer and make him an army by the time he is smart enough to declare he is a fan .
There's also my brother's best friend who is also 7. Not sure if she is old/smart enough to stan them and join the fandom but she is def a fan of them. I think she started liking BTS because of Dynamite. Currently her fav songs are boy with luv
and Butter.
And finally, my brother's best friend's brother(who is in 5th grade, I think he is 11). I don't know if he identifies as an army but he is a big fan of them and listens to their music a lot after Dynamite. I think he likes their hardcore songs like Idol the most.
I don't know any armys that unstanned BTS in real life so can't help with that lol.
So yeah, in the end, yes they are gaining more fans than losing.
