Do you expect rookies to be good singers or rappers when they debut?

Absolutely. That’s why they spend years as trainees, to hone their talents. If a company is presenting a product for public consumption (and I hate to make the comparison but in a way, that’s what they are), they got to be at the top of their game right out the gate. In a fickle industry like kpop, it can make or break a group if the talent is deemed mediocre.

I've seen a surprising amount of fans defending medicore skills by telling people that they shouldn't be harsh cuz the idols just debuted and they should be allowed to grow into good singers...

Yes, I like Twice.

Yes, dance is focused on a bit too much like why can companies finding incredible dance coaches but none for vocal or rap?
I don't get this either. I get that dance and performances are important skills but shouldn't vocals/rap be the primary skill. They don't even seem to select for that talent as much anymore...

Were they good right out of the gate?

there's the expectation that they have been training for however long and that when they are debuting it's because the group is officially ready. So, they should be great dancers, singers, rappers. I don't mean like the best out there, but I would expect some sort of solid sound. However, there is ALWAYS room to grow and improve. I personally wouldn't be too critical, it could be nerves, it could be anything. I always wait for the next comeback etc to see if they improve or what the group may bring.

They're supposed to be singers... so yes

Were they good right out of the gate?
I think so. Here's some performances from their debut showcase:

Yes.
I also recognize that kpop companies have very narrow views for what their groups should sound like and it can sometimes take time for them to figure out what to do with a person's voice.

Yes. Whats the point of training then. At least, they should be able to sing their own song.
