I wonder what is the reason behind SM not submitting NCT sales?
Universe, Sticker and Hot Sauce can EASILY MAKE THIS LIST.....
What is stopping them? They report relatively small things like #1s ITunes got in multiple countries but can't report sales to IFPI?
Good question, I looked into it. Please correct me if I’m wrong, but from what I’ve seen IFPI Best-Selling list goes based on every act’s global physical performance and downloads, so they take retail sales for a more accurate estimate (Hanteo). Last year, SVT did place 2nd and 3rd respectively with each album on the retail album chart for pure sales.
Plus, IFPI take Oricon into account, since Japan is the world’s second largest music market. Automatically, I assume Seventeen’s sales are weighed a lot more (which makes sense as they do sell 3x more there in comparison to NCT units).
Then there is also the case that SM Ent. didn’t report, but that seems very odd since they report even the smallest of achievements. So, this statement is very ambiguous. It would be very questionable as to why they chose to do that if they didn’t report, or another scenario could be that the NCT units were cut off by a very small margin. Then again, I believe this theory will remain a mystery unless SM Ent. clarifies.

Hot sauce was placed 3rd best selling album last year in hanteo tho, selling more than one of Seventeen albums, making it weirder they didn't chart here

It isn't that important just like all these award shows. It's on you how much importance you give to these things.
This chart has existed for more than 15 years. Many very popular media have used this to talk about 'best selling song, album, artists' for those specific years. It would have been unreasonable if so many artists over the years like Adele, Eminem, Michael Jackson, Mariah Carey, etc. hadn't sent their data. Even many Japanese and Chinese artists send their data to them. K-pop was irrelevant for all these years and had really bad sales compared to the world that's why k-pop fans didn't know it existed. But this chart is actually very relevant.

this is not the artist list, this is about individual albums and oricon sales of korean albums are already included in gaon (not sure about hanteo)

From what I have gathered, they ask companies for the data in the first step and many companies do submit their data. But for those who don't, they do seek for these official charts to collect more data. You will see when they release country specific charts in a week or so. If you find last year's Korea top 10 chart, you will see that it was actually correct.

And also gaon too. Just that they verify the sales with the official charts or retail stores. So albums that are shipped but not sold in the actual stores are not counted.
