Because it's easier to promote in those countries with a group aimed specifically at that market. Just like they promote Chinese groups in China.
For a kpop group, Japan is always going to be a secondary market which makes it harder to schedule promotions there.
It's just another market for them to step into. Like someone already said, promotions are easier to the group was aimed for that market to begin with.
It also promotes good will between the "target" country and the company. It is not limited to KPOP but almost EVERY company in the world. Toyota has production plants in USA for American consumption employing American employees. And the USA for example has an automobile plant in Thailand to for Thailand consumption. Almost every large corporation that can will have elements of their company in the local market they are trying to sell to. And if they can make a product that is local for that county they do it. In some countries it is not only helpfull but required as they don't want foreign markets to impinge on their domestic market so that a foreign company will need to actually have that presence in the other markets. If I remember correctly China esp is one of those. Though that was a while ago and it may have changed since they joined the WTO.
