Most probably it is agents, managers, producers, A&R talking to each other.
The songs get shopped around etc.
It is very rare these days for collaborations to happen from personal connections.
Though artists put that face upon release for promotions, because the listeners are suckers for the human connection.

A bit of both, but the Korean Labels will get the worst part of the deal when collaborating with "big names" in the "West" because they hold the real power of recognition globally while Kpop Stars are "world famous" in their "genre" which Western Countries love to exploit financially.

They can become friendly/friends and collab again. Suga colabed with Halsey, rm with Megan thee stallion, jin with coldplay, rm with Anderson Paak. But it's definitely their labels who decided on collaborations (I'm excluding Megan the stallion who had to take her label to court so she could colab with them).

Even if friends, still the norm would be the people behind-the-scenes deciding.
Because the biggest challenge for popular acts is "managing the schedule".
Most will have plans at least an year into the future and to work in a personal preference of 2 artists will take some level of dancing.
It happens, but not as much as fans would think.
