I think this is MHJ's way of staving off any more criticism of sexualizing minors. Esp once her Lolita themed content on her Insta got revealed and then the Cookie disaster, it feels like MHJ has gone to the other extreme, dressing the girls in the baggiest, least revealing clothes possible. Even their safety shorts practically touch the knee.
The interesting thing is that due to NH popularity, i remember reading that this conservative look actually went semi viral. Instead of functioning as protection, the "safety shorts longer than the actual skirt" look ended up being considered a trendy styling choice a couple years back.

their stage outfits on how sweet / supernatural were especially high quality, hip and lovely.
their anime versions of themselves were extra cute like their powerpuff goods.
again it totally suits their concept this time around .

That's probably correct, but going this far is a mistake. They could fit three of any one of them in those clothes.
The best way to stop sexualizing NewJeans is to stop giving them double entendre lyrics - not to dress them in American-sized pants.

Three out of their four new songs puts them squarely around the late 80s to 90s. Miami bass(How Sweet), UK garage(Right Now) and New jack swing(Supernatural). The odd one out is inspired by Jpop/city pop(Bubble Gum).
It fits with the overall theme. It is either hip hop inspired outfits or Japanese/Korean school girl outfits for Bubble Gum.
