Fraudulent ballots are not fake ballots - they are real ballots (most commonly overprinted and over distributed mail-ins) fraudulently cast by political operatives in the names of actual registered voters (some alive, some dead) who did not bother to show up at the polls. These political operatives see no problem with this, believing that their ballots reflect how such unmotivated voters would have voted had they taken the trouble to get off the couch and show up.

It has turned the US Senate races into 100 mini-Presidential elections, dominated by massive out-of-state spending. The Constitutional purpose of Senators is to represent their states in DC - not be DC's (and their biggest donors') representatives to the states. The 17th Amendment was intended to end corrupt cronyism in the selection of Senators by state legislatures, but there are far better ways to do that. The end result of direct elections has nationalized Senate races and hurt the rights of states. The 17th would have done less damage if it had simply eliminated the Senate altogether.
