I highly doubt Kai and Jongin are going, foreigners always misunderstand the enlistment laws. This has happened every year since 2018 when everyone on twitter was dreading Xiumin's enlistment early that year (when of course it didn't happen that year). Foreigners just google and see 18-28 is enlistment age, but it's not BEFORE you turn 28 it's WHILE you're 28. So yes Sehun and Kai will be (or already are in Kai's case) 28 years old but they can still put it off until their birthday (just like Xiumin, Suho, Baekhyun already did). 28 years and 364 days still counts as 28 years old, as evidenced by Baekhyun just recently. Kai/Sehun could still enlist earlier if they so choose, like in the case of D.O./Chen/Chanyeol, but if they want to get the most out of their pre-enlistment time they could stretch it out until at least December for Kai and well into 2023 for Sehun.

Sort of. They would have to get a warning at least a month in advance, and even then the being called up chance doesn't start until 6 months before their 29th birthday (international age). These sort of regulations are made with normal people in mind and if a random citizen were called up to join the army out of nowhere it would be ridiculously hard for them to sort out their life in such a short time (figuring out how their job stoppage will work, sorting out their rent, where will they put their stuff, etc.).
But just look at all the 93 idols who haven't enlisted yet or are enlisting within weeks of their birthday, this year (not counting Jin obviously). It's very rare for anyone to get called up like that, in fact it's so rare I'm not sure it's even a thing. I've heard some say that happened with Zico, but I don't think he ever confirmed it. It's possible Kai and Sehun might just go in early to get the enlistment period shorter, but I think Kai will at least release one more album before then.
