It kinda makes sense indeed but it seems to me very few new artists/groups win an award each year, so by enforcing this rule, Mnet prevents themselves to do a Queendom on a regular basis because of running short of potential contestants. Plus, it excludes some groups I think would shine in the program, like Dreamcatcher. So I'm not sure it's such a good idea.
Let's run down all the gg's that won at M Countdown in 2020:

TWICE
GFriend and Iz*One are done.
(G)I-DLE, OMG and Mamamoo, already happened.
Blackpink, not a chance.
ITZY, aren't they too big already? Debatable.
Apink as 10 year veterans, I don't think they'd be interested. Plus with Naeun gone they're in a bit of a weird spot I think.
So the best options here imo would be LOONA and WJSN. That's rather short.

both groups should be in proper Queendom line-up.
Unless MNet made some deals already and is preparing to have groups like ITZY, WJSN, Dreamcatcher, Brave Girls, etc. in Queendom II then I could understand idea of throwing best rookies in competition...
but btw. then it would mean only one group from RTQ would qualify to Queendom II which will make many fans pissed...

It is short, I doubt they would restrict it, the list would be Loona only if we take in consideration that Starship is not promoting in Mnet. We would still need other 4-3 groups at least, because I don't think any other solo artist wants to be like Park Bom and keep doing everything by themselves.
If they eliminate it they have more variety of groups with different concepts and it would be a lot more interesting
For sure having a solo act in the first edition of Queendom was the worst idea. I understand why Mnet did it; there was a nice narrative to write around Bom's return to the stage, she was a well-known name who could bring in viewers because of curiosity or nostalgia. But the odds were so stacked against her, it didn't make for an enjoyable viewing experience imo.
