There's a book I read in senior year called "Assimilating Seoul", it literally lays out in detail the history of Japan annexing and placing their own urban development plans in Korea. Fascinating read and is information that people need to know before commenting on the relationship between korea & japan.

I don't know remember when it was but it was considered non-apology by many. The only thing I know they clearly apologized was for the death march but for the comfort women, they haven't receieved a direct apology from the government.
