Next level came out 4 months after celebrity, so bit of a weird comparison when op is talking about releases in the same month.
But last i checked celebrity still had more uls and digital points (compared days from release). ( While Celebrity had 6 weeks at #1, Next level had 0 )
Next level wasnt even the biggest gg song of 2021, that was rollin, which would be a better comparision as that went viral between celebrity and lilac release.
In the end, celebrity still had more uls and digital points than both a year after respective release(rollin counted from the day it started its rise on charts)

If new jeans comes out with another hit song it could very well best IU. IU is considered to be the wall she is because of her consistency and overall charting not just title songs but b-sides. But that doesnt mean every song she releases will be soty (by objective chart metrics) and often there have been songs other than IU that have performed better in any given year.
