i have no idea for 3rd gen.. maybe Momoland, Lovelyz and WJSN (but are these 3 can even be considered as nugu ? all of them have one solid hit song throughout their career)..
for 4th gen.. who do you think suit this tittle ?
maybe SECRET NUMBER, ROCKET PUNCH and CHERRY BULLET ? with the addition of LIGHTSUM, PURPLE KISS and WEEKLY ?
Dont know if nugu is really the right word, but based on the 2nd gen groups you picked, we're talking about groups that have decent name recognition but middling success.
In that case, for 3rd gen I'm picking Lovelyz, WJSN, Dreamcatcher and the group which probably fits the description the most, CLC.

Kep1er is popular in Japan and does ok internationally, only on S.Korea they are above nugu.
I say they are C tier overall.

I wouldn't call those 3rd gen nugu. I think they all had wins and are well known amongst Kpop fans.
