It was never an "oppa" kind of thing. It was just to acknowledge him as the founding father of YG Entertainment and as one of the members of Seo Taiji and Boys. It was also to distinguish between YG the person and YG the company.
Papa as in OG, not "oppa."
Edit: That was how I thought of it. I can't speak for everyone else.

i’d add to that the fact that around this era, a lot of yg idols usually appeared in variety shows and told funny and/or personal stories of yg, no doubt as a pr move approved by yg himself, and altogether it painted a picture of yg as this goofy but lovable “father figure” looking after idols in his company as if they were his own kids, and a lot of yg stans ate up the image and started calling yg “papa yg” bc the idols they like appeared to think of yg as their “papa” too. It was all a big and very obvious pr propaganda for yg’s brand that was as manufactured as the idol industry itself, but it did work for awhile, until it didn’t anymore

I vaguely remember moments like that. They even did this in YG Future Strategy Office a bit.
I see how it worked. I always thought it was interesting how this guy can be so loved yet hated at the same time.
The survival shows he was involved in also helped with portraying him like this.
