It's useless shit just like ICC (also based in Hague) - the US even has "Hague invasion act" for the latter one to keep American war criminals from being prosecuted and already sanctioned several ICC prosecutors in 2020 for investigating US war crimes in Afghanistan, lol. What can ICC do? Nothing. Same thing here - Russia will ignore it, no one cares what ICJ thinks. All these "international blah-blah" only work against smaller weaker countries and might as well just not exist.
