But about popularity, few important things to keep in mind.
Boy groups do better with hardcore K-pop stans, girl groups do better with the general public (=not only K-pop stans but everyone).
Popularity isn't about popularity solely among K-pop fans, but about popularity in general, with the public.
So... since we're talking about every group's peak in popularity and Gallup's still the closest, most objective measure of popularity, the resulting list would be like this:
1. Girls Generation (#1 in Gallup, 29.8%)
3. H.O.T.
4. S.E.S.
5. Red Velvet (#6 in Gallup, 7.8%)
6. Aespa (#6 in Gallup, 6.5%)
7. TVXQ (#9 in Gallup)
8. Super Junior (#10 in Gallup, 4.6%)
9. SHINee (#18 in Gallup)
10. f(x)
11. NCT
12. Shinhwa
14 & 15 Sugar & Milk
Most difficult to place were the 1st gen groups that didn't have a Gallup ranking. They're listed by how popular they were compared with other boy groups and girl groups of their time.
The groups that didn't have a Gallup ranking in the years that Gallup existed, were ranked based who had more top charting songs (in digitals).
