TT because it is the longest charting kpop song in Japan.

I think they are both on the same level (pun intended).
If this was Cheer up vs Next level, Cheer up will win.
But as such, I think they are equal.
JPN wise TT takes the cake easy.
SK wise NL is the winner.

Will they are both in the same level considering their acheivments in Japan and SK. We need to look at more countries.

It won 6 times on Music Bank, won a Triple Crown for Inkigayo, it would have won a Triple Crown for M!Countdown except it went on a break for a month :P
When you include Japan, it's no wonder that people are saying TT is TWICE's biggest song
