Where I'm from you are not allowed to change your given name. There are a couple of exceptions of course, like transgender people who need to change their given name or people who are stuck with a name that "a majority of people finds repugnant or offensive", but otherwise you will never obtain permission to legally change your name. Well... Not unless you emigrate and obtain citizenship elsewhere.
