Hire an outside agency. I think this should be some type of mandate not sure if government is required but the industry itself could mandate this for all agencies. Agencies are competitive and rivals soo having a agent from rival agencies auditing your company by being given complete anonymous access to your idols pretty much ensures that you treat your idols right. Because your rivals have a vested interest in you failing to meet expectations so if you constantly meet those expectations than your idols will never submit complaints. You yourself have a vested interest in Being a good agency because your rivals will gladly take your money from you if you don't treat it right.
