I’ve seen a comment awhile ago saying the exact same thing (credit to OP for such great words). but this applies pretty much the general kpop. some would call a group unpopular bc they’ve never heard of them, some would comment about xyz changing concepts and that they don’t like it, etc. I’ve been listening to kpop for about 10 years now and this phrase only made sense to me about a year ago. back then I’d force myself to listen to some groups even though it wasn’t definitely my taste, just so I can say I “listen” to a lot of groups. and then I realized I may not be their target audience, and that’s okay. my favorites has already targeted me and it’s enough groups for me to listen to. and xyz changing concepts could also mean they’re targeting for a different market now, doesn’t mean you too should support them. it’s okay if you don’t, but do pay respects.

I don’t like “classical music” would be a case of not the target audience. Not generic pop music from Korea. Sometimes bad music is just bad music.

Yeah, if some music is obviously weird on purpose with weird outfits to match, then it would be assumed they expect some people to dislike it. However when the group just seems to be a more boring version of a standard cookie cutter group, that's when it would make sense to say that their content doesn't match their demographic and they're failing.
IMO most artists are not trying to be that different or niche. So if you dislike them you could say they failed to some extent, as you are supposed to like it regardless of age or gender. Or actually not exactly that their music sounds bad, but just they aren't that popular.
