While i agree just because a song has a lot of sales doesn’t mean it has impact. Saying that a song with low sales and weak chart performance has impact don’t make any sense. How do u know if a song has impact if u dont have sales and chart performance to back it up?

It's funny how you say this like it's a bad thing. If a band can't get radio play because they often sing in a foreign language or face assumptions about their music, but STILL manage to chart #1, doesn't that increase the impact of the song, because people are actually spending money on it?
And isn't ALL music sales essentially fandom-driven? Do you buy music you aren't a fan of, because that seems exceedingly odd. People vote with their dollars, and if a song with little radio play by a non-Western band still charts #1, you know it's impacted a fairly large number of people.

In my opinion, yes? songs that manage to get recognition and longevity outside the fandom. Take "I'm the best" by 2NE1, I remember it getting referenced in dramas years after it was released since people would recognize it.
