Because despite everyone acting like it’s nbd, there are still few artists that do it.
There are just 10 groups/artists that are certified as million sellers in Korea since the certification started in 2018 and three of those are the same brand.
In order:
- EXO (2019)
- BTS (2019)
- Seventeen (2020)
- Blackpink (2020)
- NCT (2020)
- Baekhyun (2021)
- NCT Dream (2021)
- Stray Kids (2021)
- NCT 127 (2021)
- Enhypen (2022)

Being a million seller was a magic number 25 years ago. Why is it still considered impressive?
Your question almost seems to imply that it has become so commonplace as to be expected, but outside of KPOP's most dedicated fandoms, this number has become harder and harder to reach. The dominance of streaming to become a major rival to these numbers is one huge elephant in the room the OP seems to gloss over, nevermind the Great Recession and even more recent pandemic. Anything difficult to achieve is considered impressive, point blank.
Now, what this might have shown 25 years ago and what it shows today are very different beasts due to the factors of the equation changing. What is the same however, is that both these equations still equal X, meaning $$$ profit for the artist. In the age of streaming, that is still as impressive today, and perhaps even more so in spite of it, as it was 25 years ago.

taylor swift - 0.98m (fearless)
looks like kpop and jpop are saving physicals as a format
and good for them - physicals are far more profitable for artists than streams

In fact, the albums of those who were very successful in the music market in the past were selling more than 5-7 million copies. In the past, music was selling more. Since we are now in the internet age, it is very easy to reach music. That's why it's considered very successful to reach 1 million sales. You don't have to buy an album to reach music. It wasn't like that in the past, I was opening the music channel, I was waiting for when my favorite song will be released.
