A lot of people don't like the "homeless kind" of camp/quirky, you aren't alone. It's very hit/miss.
It's definitely unorthodox. It's not something most people can feel confident doing unless they're a celebrity or an influencer of some sort. It's also not too bizarre when you consider what celebrities tend to wear.
I think "fashionable" or "well-dressed" to a lot of people means well-fitting clothes, basic colors, maybe a nice jacket, and nothing out of the ordinary. It's somewhat predictable.
Celebrities and influencers tend to push the envelope a bit, and they have the confidence to do that because it's part of their job. They're supposed to set trends. Initially, trends may look bad or weird, but they often grow on you. Think about how skinny jeans were perceived a while ago. Then, they became the standard for young people. Looser pants are back in style again. Initially, that was also met with a bit of scrutiny and ridicule, but it became normal over time.
