It hurt idol groups in 2019 but they rebounded pretty nicely in 2020 and last year.

That's a huge stretch isn't it? Only a couple idols were involved in BS so why would every other idol be subjected to hate and disinterest from the public?
The charting rules affected everyone and the public had moved on from idols. That was it. Not rocket science. Only in the last year or so were some idols getting back to consistently charting well.

Honestly, burning sun didn't affect much. Going in chronological order of certified hits since 2019:
- Dalla Dalla (Feb 2019) was still going strong by March when Burning Sun was at its peak.
- Boy with Luv (Apr 2019) was an immediate smash hit that's still charting.
- FANCY (Apr 2019) also did well.
The summer of 2019 was the lowest point of idol groups i've analyzed, no hits from May until November when HIP (Nov 2019) and Psycho (Dec 2019) came out at the end of the year and carried over into 2020.
(Feb 2020) BTS' entire MOTS: 7 album did amazing, ON included.
(Apr 2020) Oh My Girl released Nonstop, then Dolphin went crazy viral.
(Jul 2020) BLACKPINK smashed with How you like that.
(Aug 2020) Dynamite is a damn wall.
(Oct 2020) Savage Love Remix and Lovesick Girls were slow burners.
(Feb 2021) Rollin' goes viral.
(May 2021) Next Level is another slow burner with crazy longevity.
Butter is next to be certified.

More than likely it just coincided with other factors at the time.

I think there was certainly a shift in goal for idols from Korea to Worldwide because of it, but I think 2019’s lack of idol hits can also be attributed to 2018 having a LOT of idol hits. It certainly affected YGE’s digital performance a bit but at the same time their boy groups were hit and Miss after debuted anyway and BP still did massively well with KTL during the scandal despite hardly promoting in Korea that year.
So I would just say it was because 2018 had a lot of idol hits that maybe the public was just tired come 2019.

I think it has more to do with the many chart reforms in the recent years.
