Unless, there is some kinda of law change in Korea, bulk buying wont stop. Koreans have no incentive to stop it since it brings them lots of money

Anyone that thinks restricting rights and young peoples enjoyment are sad.
They banned gaming for under 18s , everything idol related is banned , LGBT searches are removed and accounts that supported gay rights were straight up removed from weibo on a day that if you spoke up you would be seen as anti China.
So yeah its not great that they have done this at all. If it was simply restrict bulk bulking and basically being addicted to success etc.. Then that would be fine but they are basically trying to stop any enjoyment at all.
