They probably did, last year promoting in superm and nct 2020 was a priority. Now that both groups are inactive, they are really promoting him over there.
It's the same case with the infamous rumor "SM rejected acting roles for Winwin, including Meteor Garden series". It may be true, and SM would be right to do so because that show required the actors to be tied to a contract for all the months the filming took (50+ episodes aren't filmed quickly) and they would release music, do fanmeets, etc as part of the real f4 while winwin already had a group recently debuted that needed him to be with them. So I think SM rejects these individual gigs when it could get on the way of group promotions

Lucas was on Knowing bros, Happy together, Real Men and had modeling gigs before Wayv even debuted. After Wayv was created SM started sticking him in Chinese shows and getting him sponsorships for brands. SM is getting Winwin to guest on shows and have more activities in China now. SM even got Xiaojun casted in a drama.
Kris and Luhan left EXO way to early to compare to Victoria and Lay. Both Kris and Luhan made it big in China due to their exposure in EXO and had activities in China before they left the group.
Renjun and Chenle promote in Korea but both have had radio show opportunities and are given plenty of content within NCT Dream.
Ningning literally just debuted. Henry was far more active in Korea but before he left SM he had a drama or movie in China and also guested on some Chinese variety shows. I don’t know much about Hangeng so I can’t say much on him.
SM provides loads of opportunities to their artists foreign or not if they show potential to bring in money.
