Ehmm, Flo does depend heavily on unique listeners like Melon which is why groups don't just debut and are #1 at the moment, but they have to escalate places. Flo is still very hard for any bg that is not BTS to get #1 so this is actually huge. The thing is that Flo obviously doesn't have the same numbers of users and popularity as Melon so it is obviously easier to chart on Flo. But get a #1 as a bg there if you are not BTS is not small feat. Even when NCT 127 did it with Kick It last year it was one of the very few bgs to do it as well.

i think both Flo and Melon 24H have a system where songs' streams have to be counted in comparison to the last 24 hours to make into the chart. they set the system to fight against zoombie streaming. so logically speaking, a song would need a whole day of charting to have a fair playing field unless the song has an "unusual" number of streams/unique listeners to compete with songs that have several hours (up to 24) of advantage.

I think Dream has the second biggest Korean fandom after BTS for boy groups.

I think its a mix of both.
