Can someone explain the background behind the release of Cry for Me? Was it always intended to come after Eyes Wide Open?

I think it was orginally going to be the title track for EWO but they chose ICSM instead.
-
Most of this information came from Nayeon.
From what we were told, it was under consideration for being a Twice song, but it was decided they weren't going to use it.
Then they decided to perform it at MAMA as a gift to ONCE, but it was never intended to be released. After that, due to the overwhelming interest in the song, they decided to release it as a single.
How much of that we can actually believe, who knows. But we have Cry For Me now, and that's really all that matters.

This is TWICE's first title without a MV or will it get one?

I doubt it will get an MV. But it is possible that, when it gets put on an album later, they'll do an MV for it, in addition to the Title Track for that album. I also don't technically think it's considered a Title Track, currently. When JYPE announced the release of it, they labeled it as a pre-release. That was in December though, so who really knows.

Did Ryan & Co. write this when he was writing BLACKPINK's You Never Know?

That's almost impossible to know. We don't know how long they sat on Cry For Me. It could easily have been created years ago.

Melanie Fontana also co-wrote this Britney track:

We were told that I Can't Stop Me was finally given to / decided on by Twice and JYPE in early 2020

Apparently CFM is not exactly suitable for Twice's core concept hence they decided against using it as a title tracks. But I am glad it is more than just a B-sides as we are able to watch them perform the song

"A gift for the fans"

Based on what the girls said we can assume it was one or the title tracks that were in competition against ICSM, but got rejected because it did not fit Twice
-
It was rejected in favor of ICSM but the girls still wanted to perform it. Maybe they were testing how well received the song would be? Then it was given as a gift to fans.
