the same thing can be said about many other songs. Paks don’t automatically mean huge hits, never have, never will. There are other factors you need to put into consideration too

isn't the question what does it mean when a song has impact? ie. what does impact mean?
a lot of ppl said that paks/#1 on melon arent equivalent to impact. song can hit the top of chart but it doesnt mean that it have impact.. so how do you actually differentiate between popular song or song that have impact ?
the only song that isnt hitting #1 or allkill but have impact is INTW by Snsd and Me Gusta Tu by Gfriend
PAK and #1 are imo not as important as longevity and final digital numbers. Power up got a PAK but it’s red flavor that has 6mil ULs and is remembered as the bigger more impactful song. #1s and PAKs have always been less important than how long something has been on the charts. You can be #1 now because of an empty house but can you stay on the charts for weeks/months and have lasting impact. That matters more.
Btw these are not mutually exclusive things a song can hit #1 and also stay long on the charts. But staying long on the charts matters more than a fleeting #1 rank.
Fire and DNA by BTS are both absolutely huge hits that didn't hit #1 in Korea.
