My family did that, and I think still does, except for my birthday.
Do you celebrate your birthday (or someone else's birthday) with food?

Yes, my daughter and I will go out to lunch together.

As I was a kid my family made out that on your BDAY you can have either your most favourite dish, a dish you like but barly eat or request to be surprised
In 4th grade my class made a potato soup and I told my grandpa how good it was so he jokingly said "surprise me with a dish on my birthday and maybe you cook this for me" and I took it for granted ant made him a potato soup for his 68th birthday lol
Mostly my grandpa wanted cheese soup with minced meat for his birthday, especially cause in my family cheese soup was a easy to make meal that can feed a lot guest if you have them comming over to celebrate with you
Most other family member requested bean soup
When I was a small kid I mostly requested mashed potatos, scrambled eggs and spinach cause this is my most favourite meal and my mom did it not so much cause she was not too much liking the idea of having a lot spinach despite she didn't hated spinach and so I allways said I will eat it than. And when the party happend I allways got my favourite cake wich is cheese cake and when we did BBQ in the evening I got Schichtsalat (IDK the English word) since I loved it so much. Since it had stuff mostly grown in different seasons as ingredients my family also used to call the salad "4 season salad" (actually you use ham, not the bacon-style, more like the light pink ham wich has no white strip and comes in round slices for the meat, than you take something that looks like coleslaw, thin grated carots, a can of corn, a can of sliced up and small cut pieces of pinapple, some of the pinapple juice and a whole jar of miracle whip)
Since I am an adult and live alone I decide to do whatever, if I can't do something for lunch or dinner I still try to get something special during the week on another day maybe

This 15th is my Birthday. No celebration planned but going to a Restaurant is the usual.
I going to try to make a Black Berry Pie to celebrate. Good timing the Store has a Sale on fresh Black Berries.

I don't want my birthday celebrated. I remember I got money instead of food on my 18th birthday.
