No. That's like saying Artist of the year should be based on just how one comeback of theirs has bested out another's rather than how much an artist has achieved holistically during that year.

I don't think rookie of the year has ever just been debut of the year

No, because that would just increase the advantage of big companies.

At least a year gives smaller companies the chance to grow into the award.

But realistically it will usually go to a large or mid size company anyways.
