It's weird to hear that being deported to Canada could be a worse deal than being prosecuted in China. And chemical castration doesn't sound much like a terrible trade off. I mean, what his sexual urges are gonna be good for in prison anyway?

But, people who are habitual rapists are not doing it for sexual urges alone. It’s the feeling of dominance and power over someone, that’s their main urge. Sex is a easier tool to achieve that feeling, but it can be gained in other ways too. So he could still hurt other people.
Looking at the numbers of victims and how systematically it seems arranged, I think we might be dealing with someone who has a personality disorder. They will remain dangerous once they already lived a certain lifestyle.
